10 Major Changes in UAE Visa Rules in 2025: What Travelers and Expatriates Need to Know

HLB HAMT JAFZA Team

The UAE’s visa framework continued to evolve in 2025, and for many travelers and residents, the rules in place a year ago may no longer apply today. Whether you are planning to work, invest, visit, or settle in the country, staying updated has become essential.

Over the course of the year, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), along with other relevant authorities, introduced a series of reforms designed to support economic growth, attract specialized talent, and simplify administrative processes. These updates affect a wide range of applicants, from tourists and skilled professionals to long-term residents and families. New visa categories have been added, sponsorship requirements refined, and application procedures streamlined.

So what do these changes mean in practical terms for you or your organization? Below are the ten most significant UAE visa updates introduced in 2025 and how they impact applicants and sponsors navigating the immigration system.

1. Introduction of the Blue Residency Visa

A new 10-year renewable residency visa was launched for individuals who have made notable contributions to environmental protection and sustainability. Eligible applicants include researchers, activists, award winners, and professionals involved in global environmental initiatives. Applicants from outside the UAE can first obtain a six-month multiple-entry visa to complete the process. This visa supports the country’s long-term sustainability goals and does not require employer or local sponsorship.

2. Golden Visa Eligibility for Long-Serving Nurses

Dubai extended the 10-year Golden Visa to nurses employed by Dubai Health with more than 15 years of service. Announced in May, this category recognizes the contributions of experienced healthcare professionals. It offers long-term residency without employer sponsorship and allows family sponsorship, supporting retention in the healthcare sector.

3. Four New Specialized Visit Visa Categories

In September, the ICP introduced four new visit visa options for artificial intelligence specialists, entertainment professionals, event participants, and cruise ship or leisure boat tourists. These visas can be issued as single- or multiple-entry permits, with validity tailored to the purpose of travel. Sponsorship from relevant organizations is required, enabling short-term entry for professionals in fast-growing sectors such as technology, culture, and tourism.

4. Minimum Salary Requirements for Visit Visa Sponsorship

Residents sponsoring visit visas for family members or friends must now meet specific monthly salary thresholds: AED 4,000 for immediate family, AED 8,000 for extended relatives, and AED 15,000 for friends. Proof of relationship is mandatory. This update aims to ensure sponsors can financially support visitors and to limit misuse of the sponsorship system.

5. Expanded Visa-on-Arrival for Indian Nationals

Visa-on-arrival eligibility for Indian passport holders was expanded to include those with valid residence permits from Australia, Canada, Japan, New Zealand, Singapore, and South Korea, in addition to existing eligibility for residents of the US, UK, and EU. The visa allows a 14-day stay, extendable once. This simplifies entry for a significant segment of travelers and strengthens bilateral mobility arrangements.

6. Five-Year Multiple-Entry Tourist Visa for Pakistani Citizens

Pakistani nationals became eligible for a five-year multiple-entry tourist visa, allowing stays of up to 90 days per visit. No local sponsor or host is required, provided standard documentation such as proof of funds and return tickets is submitted. This change eases previous restrictions and facilitates tourism and family visits.

7. Mandatory Submission of Passport Cover Page

All entry permit applications now require submission of the passport cover page in addition to the bio-data page, photograph, and other supporting documents. Implemented in September, this measure standardizes verification procedures and enhances security without materially affecting processing timelines.

8. Linking Residency Visa Renewals to Traffic Fine Clearance

In Dubai, a pilot initiative now requires residents to clear outstanding traffic fines, or arrange interest-free installment plans, before renewing residency visas. Integrated with Dubai Police systems, the program promotes compliance with road safety regulations and applies to drivers seeking visa renewal.

9. New Humanitarian and Widows or Divorcees Residency Permits

A one-year renewable humanitarian residence permit was introduced for specific cases, including widows and divorced women residing in the UAE. In certain circumstances, standard sponsorship, financial, or kinship requirements may be waived on humanitarian grounds, offering greater flexibility for vulnerable individuals.

10. Golden Visa for Content Creators and Creative Talent

The Golden Visa program was expanded to include content creators and creative professionals, such as influencers, filmmakers, photographers, writers, podcasters, and visual artists. Launched in early 2025 through the Creators HQ initiative, this 10-year residency requires evidence of impact, engagement, awards, or professional recognition. Applications are endorsed through Creators HQ and do not require traditional sponsorship, providing long-term stability within Dubai’s creative ecosystem.

These visa reforms reflect the UAE’s continued efforts to balance accessibility with regulatory oversight. Travelers, residents, and sponsors should regularly consult official ICP or GDRFA websites for the most up-to-date requirements, as policies may continue to evolve. Staying informed helps ensure compliance and a smoother experience when living, working, or traveling in the UAE.
